กรมราชทัณฑ์ มีภารกิจเกี่ยวกับการควบคุมและแก้ไขพฤตินิสัยผู้ต้องขัง และบุคคลที่อยู่ในความควบคุมหรือดูแลตามหน้าที่และอํานาจของกรม โดยมุ่งพัฒนาเป็นองค์กร พัฒนาทรัพยากรมนุษย์ เพื่อแก้ไขหรือฟื้นฟูผู้ต้องขังและบุคคลที่อยู่ในความควบคุมหรือดูแลตามหน้าที่ และอํานาจของกรม ให้กลับตนเป็นพลเมืองดี มีสุขภาพกายและจิตที่ดี ไม่หวนกลับมากระทําผิดซ้ำ ได้รับการพัฒนาทักษะฝีมือในการประกอบอาชีพที่สุจริต และสามารถดํารงชีวิตในสังคมภายนอก ได้อย่างปกติโดยสังคมให้การยอมรับ โดยให้มีหน้าที่และอํานาจ ดังต่อไปนี้

(๑)ปฏิบัติต่อผู้กระทําผิดให้เป็นไปตามคําพิพากษาหรือคําสั่งตามกฎหมาย โดยดําเนินการ ตามกฎหมายว่าด้วยราชทัณฑ์และกฎหมายอื่นที่เกี่ยวข้อง
(๒) กําหนดแนวทางปฏิบัติต่อผู้ต้องขัง และบุคคลที่อยู่ในความควบคุมหรือดูแล ตามหน้าที่ และอํานาจของกรม ให้สอดคล้องกับกฎหมาย ระเบียบ ข้อบังคับ นโยบายของกระทรวง หลักอาชญาวิทยา และหลักทัณฑวิทยา ตลอดจนข้อกําหนดมาตรฐานขั้นต่ำสําหรับปฏิบัติต่อผู้ต้องขัง และข้อเสนอแนะ ในเรื่องที่เกี่ยวข้องขององค์การสหประชาชาติ
(๓)ดําเนินการเกี่ยวกับการสวัสดิการและการสงเคราะห์แก่ผู้ต้องขัง และบุคคลที่อยู่ในความควบคุม หรือดูแลตามหน้าที่และอํานาจของกรม
(๔)พัฒนาระบบ รูปแบบ มาตรการ หลักเกณฑ์ มาตรฐาน วิธีการปฏิบัติ และการปฏิบัติ ต่อผู้เข้ารับการตรวจพิสูจน์ในระหว่างที่ถูกควบคุมตัว เพื่อรอการตรวจพิสูจน์ในสถานที่เพื่อการตรวจพิสูจน์ ตามกฎหมายเกี่ยวกับการฟื้นฟูสมรรถภาพผู้ติดยาเสพติด
(๕)ปฏิบัติการอื่นใดตามที่กฎหมายกําหนดให้เป็นหน้าที่และอํานาจของกรมหรือตามที่ รัฐมนตรีหรือคณะรัฐมนตรีมอบหมาย
